飛輪 14T 改 11T ?

小弟有一台20吋21速的小折，日前拿去改成 36V, 360W 的電動腳踏車，但現在發現腳踩無法跟上馬達速度，因此出現空踩現象。
小弟大盤48T(最大盤)，飛輪14T(最小盤)，

1. 如果改飛輪 14T >> 11T ，可以跟的上速度嗎?(還是大盤也要跟著上52T)?
2. 換這東西各樣大約要多少錢? CP值高嗎?
