【陳偉周／基隆報導】賞鴨新景點曝光！基隆市文化中心頂樓，有咖啡業者將打造為「綠能活化觀景台」，開放民眾上樓喝咖啡賞鴨，俯視小鴨一覽無遺，但頂樓地板布滿青苔地面濕滑，另女兒牆僅90公分高，許多安全設施尚未完成。基隆市文化局表示，要求業者將安全措施備妥才能開始營業，未開館前會並加派人手管制民眾上樓。
